Their Negative PCR tests (people), which are calculated as Total PCR tests (test encounters) minus Positive PCR tests (people) were also affected. To accurately report their data trends, we have decided to carry over this metric on December 18, 2020.

On 12/18, Washington's Total Tests number dropped from the 12/17 number of 3432892 to a much lower 2765404, before rising again on 12/19. CTP collected the lower number on 12/18, which was clearly a temporarily blip in their data.

The fix is to carry the 12/17 number forward to 12/18 in order to avoid a major spike in the curve.

Variables affected:

On August 26, 2020, Washington switched its total tests units to testing encounters, excluding future encounters from individuals who test positive. It also provided a full timeseries of the figure. This testing encounters figure is slightly different from how we define testing encounters in two ways: first, our definition of testing encounters includes encounters after a positive test, and second, it should be calculated not by summing resulted tests but by counting all daily tests in a separate reporting stream. Despite these differences, the historical and current values of Washington’s figure are still stored in our testing encounters field.

On 8/12, WA DOH announced a "new methodology for reporting testing and percent positive to better reflect the current status of the pandemic in Washington state." They are going to report total testing numbers as the total number of tests performed rather than the number of people tested. "As a result, the preliminary testing data posted through August 11 will not be updated until our new methodology is operational.
