We are currently interpreting Tests Administered as referring to the total number of tests conducted. Is this correct? We are currently interpreting Total Individuals Tested as referring to the total number of unique individuals tested. Is this correct? Do you have plans to release a full historical time-series of all testing and results? We have been capturing the total test results in Tests Administered since 7/31, and we've been capturing Total individuals tested from 5/13. Do you plan to release a historical time series of that number? Will this historical data set be available consistently and in a machine readable format like (i.e. csv or json)?

Do you perform any deduplication to reach the Tests Administered? If so, how? (i.e. instances swabbed per day/week; recording only one positive test per person, but multiple negative tests for the same person; etc.)? When reporting testing results, if the same person gets different test results on different days, would you report raw results as part of the daily positives or do you apply any kind of logic such as reporting only the first negative or positive result per individual?

We’re also interested in testing data in units of “testing encounters”, which can be defined as “the number of unique people who have been tested per day.” Under this metric, if a person is being tested once today and once again the following week, that counts as two tests, however, if the same person has two samples tested at a testing center visit, then that only counts as one testing encounter. Are you willing to or are you planning to release testing encounters? If so, will you be able to provide historical data consistently under a machine readable format (i.e. csv or json)?

In response to a reporter's question about the data, we heard back "we don't have a cumulative list of every facility, all of their cases, and all of their deaths." Is there a reason why this is?

Our focus in long-term care has been on identifying new outbreaks. This is why on April 10 we issued an order requiring all facilities to report within 24 hours of their knowledge either a death or new COVID-19 cases. The data are used to help us identify any facility that has had a new case or death in the last 14 days. Because the incubation period of COVID-19 is up to 14 days after exposure, we closely follow facilities that have new cases for 14 days. This allows us to continue to provide infection control, testing and PPE resources to facilities with active cases. All COVID-19 deaths and cases are required to be reported to ISDH and have been since the beginning of the pandemic; however, some early deaths may not have listed a long-term care facility as the place of residence. We are confident that all deaths have been captured but recognize the possibility that some early deaths that occurred in long-term care facilities may be included in the state’s overall count but not in the aggregate data for these facilities.

As noted on the dashboard, Other Race includes American Indian, Alaska Native, Native Hawaiian, Other Pacific Islander, two or more races, and those reported to ISDH as other race. There are several percentages on the dashboard reflecting different information. Specific to positive cases, the percentage of positive cases reflects the total number of individuals who had a positive test result for example within an identified age, gender, race, or ethnicity. If the age, gender, race, or ethnicity of an individual is unknown, it is reflected as such.
