New Mexico: April 14, 2020

We were previously calcaulating Negative (People or Cases) in New Mexico because our system relied on adding positive+negative to get total tests. Since this is no longer the case, we are removing the calculated negatives timeseries.

Backfill Total Tests (PCR), Positive and Negative from 3/5 to 4/10 using data from screenshots on web.archive.org and screenshots.covidtracking.com

CTP started capturing total tests data in NM on 5/12. The state provides a data download file that adds totalTestsViral by report date from 4/10 - 5/11 so we are going to backfill them.

Shift time series by 1-day to match state reporting dates.
