Georgia: January 2, 2021

Moving Georgia's anitgen positive cases (which were added here - https://github.com/COVID19Tracking/issues/issues/926) to probable cases. Change lumped cases accordingly.

We believe that the number likely is being revised upon confirmation like a probable case count, not counting positive antigen individuals like a test count, and the way GA presents them suggests they are probable cases.

This causes the addition of 162028 total cases at the topline. GA does not provide a full timeseries of this number, so there is a dump of 29937 cases on November 3, 2020.

On January 27, 2021 we began removing negatives that were created from mixed units (specimens minus cases or test encounters minus cases) for states that are using explicit totals in our main total test results field (called totalTestResults in the API). Georgia never reported negatives directly and always reported in specimens, so the total time series was removed.
