Delete negative since it's a mixed-unit metric, and we're reporting Total Tests (PCR) as PCR-only testing (without lumping antigen).

Backfill Total Tests (PCR) from state dataset, and add Positive Tests (PCR) and Negative Tests (PCR) from the same dataset. Update Negative to match new Total Tests (PCR) values.

On October 22, 2020, Connecticut included the Recovered metric in their weekly report for the last time. We carried over the last available value, but the metric has not returned, so the value is out of date and potentially confusing. We will be keeping the time series as provided by the state, but removing the carried over values from October 29, 2020, forward (since the metric was updated weekly before it was removed).
