Delete negative since it's a mixed-unit metric, and we're reporting Total Tests (PCR) as PCR-only testing (without lumping antigen).

Backfill Total Tests (PCR) from state dataset, and add Positive Tests (PCR) and Negative Tests (PCR) from the same dataset. Update Negative to match new Total Tests (PCR) values.

Copy recovered to hospital discharges

1. Updated Total antigen Tests with the value in the 11/25 Weekly Report
2. Deleted Total PCR tests (specimens) values that were mistakenly duplicated in Total tests (people) sometimes between 6/22 and 5/18.

Populate probable cases and update positive PCR/testing for the dates probables were added
