Copy recovered to hospital discharges

On 11/18/2020, we shifted Colorado's time-series by one day, to prepare for capturing information on the day it is reported starting today.

Total positives came from PRs on 5/11, 5/8, 4/29 which caused probables to be misaligned. There were incorrect confirmed or total positive values on 8/27 and 6/13.

n 7/28, CTP introduced an explicit probables column. Backfilling through 4/24 (when CO first separated out confirmed cases on their dashboard) by subtracting confirmed cases from total cases.
